Does converting an image reduce quality?

Converting to a lossless format such as PNG does not. Converting to JPG applies compression, which is usually invisible at high quality settings.

Why was my WEBP file rejected?

WEBP is newer, and many application systems still only accept JPG, PNG or PDF. Converting to JPG normally resolves it.
